if it is theres the funny fact that tolkien elvish is based on finnish. but though im from finland i cant see anything familiar in it :P

It's Tengwar writing, but the language isn't Sindarin or Quenya (but Tengwar was used for multiple languages, including most famously Sauron's Black Tongue, on the One Ring).
