Outlands is a completely different dimension than lordaron - so he can't aim at it. Thats also the whole point, that he isn't aiming at anything just shooting up.
Outland is NOT in a different dimension. It is simply another planet in the Great Dark Beyond, so it can, in theory, be reached by means other than the Dark Portal (like that rocket in Area 52, I bet that one day you'll be able to fly from there to Azeroth in some way). That's why he's able to shoot the bird. The bullet probably traveled for two days, wich is why Ilidan came so late.
Ok, I get it now, the 4th panel shows the bullet moving through space. Sorry for causing an argument.

To Vanyne: The team is indeed at the Ruins of Lordaeron Arena. Vallant shoots the bullet up into the sky, apparently in the direction of Outlands and the Black Temple. Tou can see Azeroth from the top of Black Temple, hence you know that there is a direct line of sight between the two. Notice also how Tyrande is hit by Vallant's bullet and propelled towards the ground.
All I can say is that gun must have had a hell of a lot of powder behind that bullet!
